Is it normal to have higher full charge capacity than design capacity?

I checked the battery life of my laptop using command prompt and it seems that I have a higher full charge capacity (which is the current battery health of my laptop) than the design capacity (the condition of the battery since its manufacturing). My question is that is this normal or should I check the battery health using other ways (I believe that the method using command prompt is legit).

    Happens at times - windows isn't always accurate. Mine was showing like that for a couple months, and then auto corrected itself.
    It even went as high as 51Hh (mine is rated for 48Wh) when it was reporting wrong.
