Low fps playing Call of Duty Cold War Triniton 300 i7512G

My son has a Triniton 300 i7512G laptop with he is using with an external display with is rated at 144 Htz. The computer is only a few months old and already has had the mother board replaced under guarantee but there are still problems.  Playing Call of Duty Cold War he is getting less than 20fps while using 4000 VRAM.  What should be expecting? We think if the computer is working properly he should be getting more like 10x this.  What are other experiencing?
