Predator Helios 300 (2019) CPU Fan speed not exceeding 2200 RPM

I'm using Predator Helios 300, i7-9750H, RTX 2060, 256 SSD+1TB HDD Model, Just recently since the last few days i've noticed that my CPU fan speed does not exceed 2200 RPM under heavy loads or while running on Turbo mode.
The GPU Fan seems to work fine and reaches 6000+ RPM on Turbo+Coolboost. Only the CPU Fan is showing this problem where running it on Turbo doesn't seem to affect it at all.
Is this some kind of software issue or hardware issue?
Noticed this while playing Apex Legends when the WASD Keys were becoming too hot which did not happen before.

    I had a similar problem in my Acer Aspire laptop with a GPU fan. It turned out that it was damaged and could not work at normal speed. For a long time I thought it was a programming error but replacing the fan solved the problem.
