So I replaced the hard drive with a WD Scorpio Blue SATA 3.0 Gbps hard drive but am still stuck at this error screen??

At this point, it is best to use the USB installation stick you made with Microsoft's media creation tool. It should work fine on the new WD hard drive. Jack E/NJ

You need to prepare a Windows USB stick to install Windows on the new WD drive using Windows media creation tool. Go to this link to prepare the USB stick. https://www.microsoft.com/en-us/software-download/windows
Then insert the stick into your machine, turn the machine on,  and the USB stick should boot to allow you to install Windows on the new WD drive.

Sorry no unless you also have a DVD burner. Why don't you have a USB thumbdrive? They are quite cheap these days. Less than $10USD at local department stores. You can also buy them on-line in 10-packs for about $2 a piece for 32GB pendrives --- way bigger than you need for doing many useful things like exchanging large files between other computers that aren't connected. Hi JackE,
Please understand this HAS been my frustration as well, background story not told earlier was that this problem developed shortly before moving into my new apartment I had packed most of my essentials like my thumb drive, repair kits, tools, speakers, power banks, wallet and important identification into my most favorite backpack and unfortunately went out for a afternoon hike and lost everything!
Not to get off track but since posting my request I was lucky enough to stumble upon a thumb drive at the local market on sale right within the range you mentioned just this past week! So I have made a USB Bootable drive using Microsoft Media Creation Tool to make a clean install of Windows 10 onto my Acer.  I just happened to stop by here to make sure I wasnt forgetting to include the Acer Recovery Management Software tool.
I am hoping that this is not necessary as I read that Windows pretty much takes care of everthing through this feature and only need to do this and then remember to update everything once the new hard drive has Windows 10 Installed.
Also does the laptop have the product key saved somehow or do I need to have it ready to Activate
Sorry for the long message but this has soo many options and it is so confusing to sort out what is Essential to repairing AKA Reinstalling AKA Restoring....Recovering....Redoing....lol jus sayin'

ON a unrelated side matter, I also have to somehow repair my iMac which also suffered a Catastrophic Blow and suddenly developed amnesia and also has no Start-up Drive mysteriously.....Not to sound paranoid but what a co-incidence right...
