Is it normal for my acer helios 300 PH315-53 both fans to be 0 RPM at ideal?

Its been almost a month now since i bought the laptop. Lately i've noticed when i check the fans on the predator sense app the CPU and GPU fans are both 0 RPM when am just watching videos and nothing running on the background. But once i start watching youtube both fans start to run 1500 RPM and higher. Is this normal? and  after i noticed this change i also checked while playing games but this was an odd one because the moment i open up the game or other heavy apps, for the first 15 to 20 seconds i start hearing a sound that doesn't seem right between the Alt Gr and shift keys. but then its stops once the fans rise higher. There is no thermal problems that i have noticed though (Max 78 C). Should i be worried? i have also cleaned and checked the fans from the inside thinking if they were the problem but its still the same.

    My g3-572 is at low office usage most of time, temps around 40°C and zero RPM. It is perfect, doesn't attract dust and is silent. Then fans spin a bit when I load some task, temps ramps a bit and then fall. Zero RPM is a sign of a well configured device, with no unnecessary tasks on background heating up and taking cpu time. Less stress on mechanic parts means less wear over time.
    Fans are doing their thing just fine, they must to spin when the laptop is under load, and be quiet when not needed. Modern gpu coolers behaves the same way.
    Nothing peaks at the same time...

    They should be spinning even in idle
