    Hi,
If you mix memory modules with different speeds, it will downclock to the lower speed, please download and install CPU-z, post the screen shots of Memory tab and SPD tab for both slots.

    Hi,
I am stumped, I can see only difference in CL value, apart from that both look identical, could you please post the model of your CPU, like i3-xxxx.

You could also check for any bent pins, dust/debris in the modules, wipe them clean with soft cloth and try, you can check the individual speeds by installing one by one, please post the results.

    Hi,
Please try the method in my previous post, if that doesn't help you have to swap the second module(99P5471-006)  to another one with CL value of 11.

Your ram sticks “HAVE TO BE THE SAME” type and timings (see capions SPD#1 and SPD#3 as and if you have 2x ram sticks that are different in timings (which yours do) the combined ram always works to the lowest common speed. This is a rule of thumb with ram, see these captions of 2x 4GB PC3-14200 and CPUz readings and “Task Manager” readings as your 2x 4GB ram are not the same and that is why you are getting lower speeds, simple! Btw, this is for an Aspire V3-571G and yes it can run on PC3-14200 and works 100% and appropriatley quick.

Your Part Number/SKU are very different. Its a misconception that any mixed RAM can work, albeit to lowest settings. There is some freedom RAM controllers exercise, overriding motherboard rules. Samsung RAMs are notoriously known for refusing to work with any other brand for instance. My view is since the part numbers are vastly different ergo different manufacturing process/factories, there are more set of hidden circuit parameters beyond the timings, for which the lowest settings will apply.
