Hello, I have a laptop Acer Aspire 5349 with a very weak Celeron B815 1.8mHz and TDP 35 watt Sandy Bridge. Is it possible to put a processor i7 2860qm TDP 45 watt Sandy Bridge in this notebook with a bios v 1.08 (2012), I'll just say that the chipset supports it, but I want to know whether its bios of the laptop will be deciphered. On cooling and power supply please do not write, I know it all, thank you.

Did you ever find out or perform this upgrade ? My 5349 is still going strong and I'm looking at upgrades.
Just my opinion and speaking from experience, and for all who want to upgrade these old Aspire 5xxx 2nd Gen and 3rd Gen series CPU laptops the key is not only the CPU upgrade but the overall upgrade to their max RAM and especially to a 2.5" SSD, as the combination of all this makes these laptops perform at least 100% better and more efficiently to run Win-10.
Example, I upgraded the Aspire 5750-2414 from its Acer released I5-2410M to first the i5-2540M which worked the best with this laptop as I also upgraded this laptop to the i7-2630QM and the i5-2540M performed much better overall within this laptop, I also upgraded the ram to 8GB total (2x DDR3-1600MHz, do the Crucial Scan for any RAM upgrades) and a 2.5" Samsung 850 EVO SSD drive and changed its 2.4G Wi-Fi only card to a Wi-Fi/BT card and the combination of all these main 3x upgrades made this laptop performed at least 100% better and works perfectly with Win-10 Pro latest version.
Your Aspire 5349 Celeron B815 2 core 2 thread 1.6GHz 2MB L3 and 35W TDP should be upgraded to an overall and suitable CPU and upgrade(s) and not to the max i7-2960XM CPU for the Socket G2 type mobo for this laptop that really needs allot more power and produces more heat as its 55W TDP is allot higher and will not perform better with your laptops thermals. The best is to balance the upgrade and (also make sure that the BIOS is to this laptops last version1.08) as upgrading your laptop from its low sucking Celeron B815 CPU low performing CPU to and in my opinion (as I've had experience with this CPU) the i5-2540M will give you the best performance, which and if you look at its reviews, is a known great performing 2nd Gen CPU and also upgrade the RAM and fit a 2.5" SSD and also change the Wi-Fi only 2.4G card to a Wi-Fi/BT card also, as all these up[grades are the way to go and will make your Aspire 5349 perform heaps better and all the above are a worthwhile upgrade to run Win-10.
Steven is correct here, a SSD and more memory are both changes that will affect the performance in visible ways. A CPU change is unlikely to make any noticeable difference.
