it is safe but i recommend you a clean install. before install, better take out the actual HDD to avoid the headache of installing the bootloader on HDD instead of ssd. after that, you can insert the hdd back and keep it offline. you only use it for backup data.
use freefilesync for update the hdd from time to time.

The answer is YES when you adopt the right way to clone OS from HDD to M.2 SATA SSD. And it's worth telling you that your laptop will perform better and faster than before after OS cloning because of the SSD advantages like fast read and write speed. But before you do the OS clone, you need to make sure that the M.2 SSD is compatible with your Windows Acer laptop and it has big enough storage firstly. Then, you can find a suitable Windows OS cloner to help clone the OS to the prepared M.2 SSD. If you have no idea about the Windows OS cloner, you can try iSunshare CloneGo which provides the free version to experience its functions. I mention this tool because I have used it to clone my Windows 10 system to the SSD and the SSD is bootable and works well(Tips: the SSD will be formatted firstly for saving OS). After finishing the OS clone, don't forget to boot your laptop from the M.2 SATA SSD to run the cloned OS.
    Hope my answer helps.
