You will need the help of Windows 10 Bootable Media (if you have one?) if you dont then go to a PC that is connected to the internet and create a bootable media using Media Creation Tool. With the Bootable Media, follow the below-mentioned steps.

Note: that for a UEFI BIOS you need to do a UEFI BIOS USB, see this guide “How to install Windows 10 from USB with UEFI support” here: https://www.windowscentral.com/how-create-windows-10-usb-bootable-media-uefi-support) after that your PC will be able to start from the bootable USB.

Step 1. To detect the Windows 10 bootable media USB automatically during the restart process, go into the BIOS Setup first. Then go to Boot Order/Boot Options/Boot to change the boot sequence to USB.

Step 2. When you see the Windows 10 install window, select a language, a time, a currency, a keyboard or another input method, and then click "Next".

Step 3. Click Repair your computer (left corner)

Step 4. Select from Choose an option.

Step 5. Now follow this path: Troubleshoot -> Advanced options -> Startup Repair.

Step 6. Choose a target operating system and then Windows will start diagnosing your system. If any problem is detected, Startup Repair will attempt to fix Windows 10 reboot loop, if that does not work, go back and choose "System Restore".

If Startup Repair doesn't fix the issue, you can go to "Command Prompt" under "Advanced options" and run the following command:

    • Type "Bootrec /RebuildBcd" (without quotes) and then press Enter.
    • Exit Command Prompt and restart Windows 10.

If these steps do not help, go here: https://www.partitionwizard.com/partitionmagic/windows-10-reboot-loop.html for the other solution.

Not clear what this parameter with 64% value is.

Can you restate the problem in detail, please? It would help if you paste a photo of the screen, so we understand what the display means really. (You can take a snap with your mobile.)

Just a wild guess: It could be a faulty battery that shuts down suddenly, although it shows 64% charge. Please leave the laptop connected to charger and check if it is really (check the charging LED indicator). (Sometimes, a loose connection at the mains plug means the adopter is not charging the battery). Even if the battery is weak, the laptop will continue to work.
