Fan speed policy and cooling AN517-51 17"

Hello!
I have couple of question after frustating dozen of tries to find the way to control that scary cooler on my Acer laptop.
What do I mean? I mean such situation:


I do not want to hear Boeing flight turbine on HUMAN temperature. But just a bit later it become to normal state, without any reason. Just like that -- I going to annoy you with 80% of max fan speed for 5 minutes, than you can relax with normal work




What I did to reduce all possible temperature increases:
  • Checked that no dust inside it and clear any of this one
  • Change thermal paste for Artic Cooling MX-4 on each place where stock were
  • Buy cooling pad with additional 2 140mm coolers which blowing cool air inside
  • Use throttle stop profile (and additional disable turbo boost) from one of the sites of predator series for my CPU to avoid situation when heat is on 92C even if I'm watching youtube, now I have temp aprox 60C in any games and work which I need
  • Used dozens of software (Nitrosense, SpeedFan, MSI Afterburner, HWI, ArgusMonitor) to find the way how to create graphic of depends coolspeed on temperature, and nothing of it works

    I already checked another questions about it and nothing new I can add to action above. If I miss something help me please and describe how can I set at least static value to cooler speed, even if my laptop will burn in hell fire. 

    So, I think that 60C it is normal temperature for worked laptop with restricted space of laptop case. I don't want to use 100% of coolers when it works in this way. I want control fan speed in way I think for today, but I can't. It looks like Acer manufacturer just restrict access to API of this functionality and anything about it in BIOS, any of software can't give oportunity to control it by myself. Even user fan speed in NITRO SENSE just ignore me, when I try to set minimum fan speed when I have JUST 40C.

    Folks, I will be really appreceate of any help to understand what is going on with that crazy cooler

    Another observation that when I working on linux it is not boost any fans except situation when I reach 92C (I'm not have any throttle of CPU in Linux) and it have much comfortable cooling policy even with heating in short periods. But I'm okay with it. Windows have a slightly another expirience
