cpu usage during gaming

i7 10510u
my cpu reaches above 4.2 ghz when i am normally using my laptop
But when i am gaming the cpu isnt utilized to its capabilities
the cpu usage doesnt go above 35% when i am running a game and it doesnt go above 1.8ghz
this makes my game lag alot
is this normal or is there an issue here. If there is please give me your suggestions

    ControlPanel power plan should be set to high performance, battery charged to 100% and charger plugged in BEFORE starting  game. Jack E/NJ

    I have the same problem
    I have done all of this.
    cpu usage is set to 100% 
    still the problem persists

    I have tried all of it. 
    Min and max cpu usage has been set to 100 %
    Still the same problem

    How do you know this when you're normally using your laptop?  What is the 'normal' software that you are using? The  software you're using controls the frequency if everything is set to performance mode, plugged in, and battery near 100%. It gaming software isn't responding correctly, then it's probably a setting in the game itself. What games are you playing?  Jack E/NJ

    Sometimes when i am on the desktop and using something like Chrome i check in the task manager and it goes up tht much 
    The game i play is fifa 19. It lags even in low settings and i suspect it's because of the low cpu usage

    Why do you suspect? If task manager sometimes says 4GHz with Chrome, what does task manager sometimes say with fifa? Jack E/NJ

    It's around 1.8ghz for fifa
    Also the gpu usage is around 70%
    I just think if i could get both these two be higher maybe it won't lag so much

    If Chrome software can push CPU to 4GHz then there's nothing wrong with the CPU hardware. It's the FIFA software that's causing the bottleneck, not the CPU hardware.
