New Laptop Sooo slow

Hi...

Aspire A315- 22, 4 gig ram, 1tb hd. win 10.
 net is 100mb tested. screen res hd quality. 
Done malware/virus scans.

I've turned all performance on and took Norton out  and few more changes..Advice from another thread.

1)Opening edge browser is slow and impacts on cpu. Unable to play a YouTube video without a stutter. All pages slow. stopped using it.

2) moving the mouse in circles on desktop sends cpu  up from 18% to 60/70%...
Why does it do that? ..... 

3) opening sky go app takes 5 mins and is very very slow scrolling up and down. Again cpu goes from 22 to 106% when trying to do a mouse screen action like clicking pause or scrolling ect ..when monitoring.

4) tried Firefox, it was sooo slow it actaully crashed and has not worked since. I get a oldschool windows xp warning with it when it opens now.... 

5) Chrome is now installed and works really just about with slowness/screen lagg when moving mouse, playback, page scrolling very slow. 

6)  opening  a simple email outlook..have a guess what happens???
Well yes your right cpu goes up high and scrolling down or any action is impossible or sooo slow. (tried it on my iPad works perfect)

7).During all this gpu is low useage  and also ram is low use.

The Cpu is really not Happy.. so i thought...
Do I need to update chipset? and gfx?

I tried gfx drivers https://www.amd.com/en/support/previous-drivers/apu/amd-series-processors/amd-a4-series-apu-for-laptops/7th-gen-a4-9120-apu

As these are what amd recommended...  but install failed with a oops error 182.  I could not find any chip set info so could not update them.

The laptop is my dad's his 76. 
Hopefully it's a a simple few fixes if not il be getting a refund for him. As the laptops unuseable for him in its current state.

    it seems to me that video driver is not installed.  i have a hp 255 g5 with a e2-7110 and it works pretty decent. 
    here is my advises: 
    have a clean install of windows. make a pendrive using media creation tool and install windows 10 from scratch. then install the video driver (amd adrenaline) from amd support page. 
    replace the hdd with a ssd. do not clone the hdd to ssd, meke a clean install instead. 
    increase the amount of ram to at least 8 GB.

    reinstalled. Thanks 💚

    I updated the gfx driver via device manager told it to go online to look for a update. It came back with a driver signed feb 2020. 

    Did not do windows 10 latest updates.

    Now its a working laptop. Gfx driver problem for sure with driver past feb.

    AMD dont supply the driver yet its in their release notes it will error, looked the error up info.to.find this::
    Here's the info:

    AMD A4 apu on win 10, gfx driver support is only available direct from Microsoft via windows update.

    Very strange cant get a AMD driver from AMD for this laptop. 

    But its rolling now and fast on feb driver. hope the bug gets fixed with next windows updates.
