regarding bios, you won't get an answer here, it is against the forum policy.
i asked about a modifiend bios, regarding disabling smt to a ryzen and find no solution. even further, i contacted the bios vendor and get no answer. i have contacted the acer service from taiwan and they redirected me to my local romanian service.
the only way would be to find a custom unofficial bios, but is very risky.
but regarding the heat throttling, finding the wat to cool down the processor is the only solution.

Yes, recently I find a hardware solution. And custom BIOS is impossible, bacause it's locked, I asked already in the middle of 2018 on another forum. So, what I did?
    1. Set heat pipe from another laptop on top of the original heat pipe, a second radiator now is installed at the end of new heat pipe.
    2. There are thermal grease between the pipes.
    3. Add some new holes in laptop cover.
But it help only a bit, another 2-3 °C, and no any plans to install another fan for new radiator, because recently Nvidia add ondemand mode to driver and book became nearly silent when browsing web pages even w/o new pipe. And after all MX150 no more can handle RPCS3 games and devs add 60fps patches for some PS3 titles, even some PS2 games limited by GPU, so problem now is not only in CPU. Gaming in 1080p60 instead 720p30fps on more powerful hardware became a new dream.

PS: so this year I have a plan to give the laptop to parents and buy a new one with a Ryzen 4800H, this will be the most expensive solution, but the most correct, I think many people waiting for mid range, but powerful laptops. Compared to this one, that cost to me 830$ in 2017, new one with 4800H + 1660Ti (or 5600M) cost only 300-350$ more, but with 3x more CPU power & 4x more GPU power and no any 67 °C throttling. I look forward to when they appear on sale in Ukraine (or Bulgaria) from different manufacturers, hype will subside and a lot of reviews come in sight on notebookcheck, ultrabookcheck & Jarrod's tech channel on YT to find the most silent. Fan noise was one of the reason to buy A517-51G model and gaming laptops with a good cooling cost a lot more money at that moment, 8750H even not announced, so except power throttling it was one of the best CPU in notebooks.
    Thanks to all!
