and my cpu temp on minimal usage(chrome only) is jumping from 40-60c. i cant give the exact figure because the temp is changing every 2-3seconds. this is ***** me off. im pretty sure  that it's not a hardware problem. my helios 300 (2019) is clean and this happened after windows 10 update last week. i also check the core voltage offset and its still the default.
Try Uninstalling chrome with IObit uninstaller, then Reinstall again after rebooting.

I tried that. But even though no program is open CPU seems to be a sensitive . When I'm just going to open a non cpu intensive software it will jump from 43-60c real quick. And when I'm gaming the cpu goes up to 90c! Which I never encounter since last week.

Uninstall Chrome with IObit Uninstaller and then reinstall it after reboot. If this doesn't work then try undervolting with IntelXTU (It's a safe process, you'll need to find the right guide for your model)

My Acer Helios 300 is already undervolt -.125v.
I didn't change anything when it comes to voltage.

Call the service center, they might help you by accessing your laptop through a remote server.
