Turbo Boosting

😱listen turbo boost only activate when there is demand for high performance.

Play games and after sometime minimized your game check ghz in task manager.

(If you close game turbo boost will deactivate and show base ghz)

Yup,you are right 
Follow my steps ↓
Right click on battery icon in taskbar→power option→click on change plan settings (The right side of the plan that was selected)→change advanced settings→expand processor power management
Now, expand minimum processor state and set 100% on plugged in 
Again, expand maximum processor state and set 100% on plugged in 

Now apply→ok→play your game
