Stop. Open DeviceManager. Do you see any red or yellow warnings? If yes, uninstall all the yellow marked device drivers, exit and restart Windows. If not, download and install iobit's DriverBooster freeware to see if it will pick up the correct drivers for your machine from the internet. Jack E/NJ

The graphics chip is enabled by default when the machine boots. If it's disabled, there would be no display and you'd have a black screen. It sounds like you're trying to disable/enable the graphics chip using a driver or software that isn't fully compatible with the chip's hardware. How are you trying to enable/disable it. Tell me exactly what procedure you're using. Jack E/NJ

1)boot in safe mode then right-click the Start button and select Device Manager.
2)Expand the Display adapters section, right-click the listed adapter, then select Uninstall device. Select the Delete the driver software for this device check box, then select Uninstall and restart your PC.
3)After your PC restarts, press the Windows logo key + I on your keyboard to open Settings. If that doesn't work, select the Start button and then select Settings .
4)From Settings, select Update & security > Windows Update > Check for updates.

@JackE
It was Windows 8.10 -
Has the display always flickered like this in Win10? Jack E/NJ

@JackE
Yes always, only in Win10.0 -
OK. Download, unzip and install this driver in Win10's Win8.1 compatibility mode. The way you do that is the right click on the EXE file, select properties, then click the compatibility tab and run it in Win8.1 compatibility mode.Jack E/NJ
