FPS Drop I think it might me the monitor refresh rate

Randomly while playing Rainbow Six Siege my fps would drop to 59 when its usually above 120. After my FPS drops, my whole screen acts like its at 60FPS which I assume has to do with the refresh rate being at 60hz. I have no clue have to fix it, I've turned off V-sync and turned off full screen optimization in game so its not that. I've also put my monitor to always be at 144hz so does anyone have any solutions. Also I use the Predator Helios 500

    Yeah I already disabled full screen optimization and yet it still happens. I found an easy fix but it isn't permanent. In game, I just change my display from 144hz to 60hz then change it back 144hz. It fixes it however it still happens randomly.

    @iObese both steps follow one by one don't skip any step 
    IMP→1)uninstall Uplay and rainbow six siege then reinstall

    2)After reinstall→right click on game →properties →compatibility tab→tick on disable full screen optimization →click on change high DPI settings→tick on override high dpi scaling performed by application→ok→apply→ok

    Click yes if problem  solved.

    I don't think the game is the problem cause it could happen when I'm not playing Rainbow 6 and when it does, to fix it I load up R6 and then legit have to change the in game to 60hz and back to 144hz to fix it. I think it has to do with the monitor and display on my laptop.
