When did you purchase your R11?  Have you tried to get an answer from their live chatline yet ? https://support.nordvpn.com/

Re:  R11 vs NORD VPN.  Forget it!  I downloaded NORD and had all sorts of problems when I used it (connected it).  First, when using it my speed/bandwidth fell to well below HALF my previous speed (When NORD was turned back off, speed returned to normal).  Secondly, when trying to reach some web sites with NORD turned on (connected), It would not work.  Found that my speed was reduced to less than 1 Mbps.  When NORD was turned off, my speed went back to normal and connections to websites went smoothly.  Sounds to me much like an INCOMPATIBILITY problem.  Never found a solution, which is one of the reasons I am now looking for a new Chromebook.

I'd put those symptoms on the hardware they are using for the VPN. Sounds like it's oversubscribed by a bunch. Do you know which servers they have you connected to?
