Firstly, uninstall the existing AMD driver “COMPETELY” from your system and reboot, let windows install its generic driver from windows and from windows update, as that is the latest windows 10 driver for your Nitro 5 AN515-42(R6V2) and see if that brings your Nitro 5 AN515-42(R6V2) CPU back to speed?
Also, make sure that you have the latest BIOS date: 2019/09/04 Version: 1.16. Download from Acer support at: https://www.acer.com/ac/en/AU/content/support-product/7605?b=1
Then, Download the latest AMD driver for your graphics card and see if the latest AMD driver updates and works properly? If your Nitro 5 AN515-42(R6V2) has the AMD Radeon RX 560X graphics then the latest AMD graphics driver for your Nitro 5 AN515-42(R6V2) is the “Adrenalin 2020 Edition 20.3.1 Optional” Release Date 3/19/2020 download here: https://www.amd.com/en/support/graphics/radeon-500-series/radeon-rx-500x-series/radeon-rx-560x
See if all that fixes your problem as it very unusual for drivers to not update and slow down a CPU, like you say.

Absolutely no problem you may getting 1.66-1.68ghz.
Gaming laptop are designed play to or do high performance task like gaming while plugin .it does not damage your battery.play while plug in to get full performance.
it's not a bug, it is a feature, as confirmed by Acer support.It is hard locked from the manufacturer for increased battery life, and nothing will change it. It is a common issue on all Acer laptops with AMD CPUs.
As far as performance it concerned, the reduced frequency does not really matter for daily usage. Of course, it affects heavy usage scenarios like gaming.without charging all gaming laptops give 50% performance.
About origin i know origin setup will not opening happen with all of us.amd will solve this in future.amd 2020 edition stops origin from opening and battle.net is not well-optimize for pc.

does everyone have this origin and battle.net crash( after driver updation) and one more thing, is updating chipset driver necessary ? if so how to do it properly. Btw origin works properly on the stock amd driver (17.7 crimson) provided by the acer site.0

@Sajidhuzz yes, in my laptop origin not opening and week ago one user send massage about crashes in battle.net.
Amd radeon 2020 edition is great and superior provide best performance.
In ea forum many users have same origin not opening problem.

@saji4love amd keep fixing back screen issue in some games and crashes. But in your case there no solution till now because battle.net not optimize for pc by developers and origin issue will solve in future update

UPDATE: @Stevengen i did step by step as u said ( my bios was already 1.16), now its working fine except origin and battle.net crash, also not going above 3ghz.0

@GAMING6698 i dont totally agree to that because even if u plug in, it will be below 3ghz but can be pushed to 3.6 using the ryzenadj software (kind of like smooth overclocking)0

@Sajidhuzz that's turbo boost it will only activate when there is demand for high performance.in simple work play games and then check your clock.

its still less than 3 ghz ( around 2.4-2.8 ghz).But when i stress/bench using cpu-z its going above 3ghz.0 -
