NVIDIA GPU always on in Triton 500 RTX 2060 i7 9750H

Somehow the dedicated GPU always seems to be turned on. I have attached the screen shots of nvidia control panel below.

  I dunno if that means the dedicated GPU is always on. The only way it should be always on is if you are somehow running an application that uses the GPU (e.g. Adobe Photoshop).
