Acer Nitro 5 An 515 53 Power Throttling

Ok so I bought my nitro 5 about a month ago and everything is working pretty decent except...

It seems to be severely bottlenecked. I get violent frame rate drops left and right in all games. Temps are ice cold never even reaching high 60s, even before I repasted with conductonaut just because when I put in an m.2 ssd I was in the area. One thing I noticed after banging my head against the wall for days is when I got the laptop the charger that came with it was very small. It is an acer charger and that's what came with it (bought used.)

 So my over all question is could this be the cause of my issues? I noticed they do have a fast charger for this model that looks way bigger. Just wondering the problem is the system is starving for power because of the "travel" charger that came with it?

    Also I forgot to mention according to GPU z the reason for fps drop is power throttle. I have also turned off intel turbo boost hoping to transfer the extra power to the gpu which helped but didn't eliminate the issue.
