Acer aspire 5750 battery and power light flashing

Hi there, 
I got an Acer aspire 5750 its battery and power light keeps flashing and it doesn't charge the battery. I bought a new battery which now charges when its Off and can be used as long as the battery is charged. but it doesn't charge when its On. any help would be much appreciated.

      Hi, Sorry to hear about your issue. Try doing the below steps and check. 

     Power Drain and BIOS RESET :

    1) Unplug the AC power adapter.
    2) Press and hold the Power button down until the unit goes off. 
    3) Search for a pinhole that has a battery symbol next to it on the backside of your laptop, insert a small paperclip in the battery reset pinhole, press and  hold it down for 25 seconds. Then release the paperclip and turn the unit back to normal position.
    4) When the unit is off completely, press the power to turn on the unit.
    5) Immediately keep on tapping the F2 to enter the BIOS.   
    6) In the BIOS, press F9 to reset the BIOS to setup defaults.
    7) At the confirmation screen, press Enter for Yes to load the default configuration.
    8) Press F10 to save your changes, and restart the system. Select Yes and press ENTER to confirm.
           Try this and post your results.

       If this doesn't work, try to reinstall the battery drivers by the following steps.
      
    Try uninstalling and re-installing the battery drivers of the unit, follow the steps below: 
    1) In the search box on the taskbar, enter device manager, then select Device Manager.
    2) Right-click (or press and hold) the name of the battery driver, and select Uninstall.
    3) Restart your PC.
    4) Windows will attempt to reinstall the driver.
                Post your results after trying these steps.

    Thanks for your response,I have tried all steps a few time but still both lights are flashing and it can't charge the battery while the laptop is ON. 
    however, it charges the battery when the unit is off. which makes me able to work for about 5 hours and then again i have to charge it for 2 hours. 

    i will now try to update the BIOS driver as suggested by @egydiocoelho in first comments. 

    if still doesn't work not sure what to do.
