ACER XC-603 With WIN8.1 with BING must reinstall WIN

So - I have lost the password to the computer.
I have tried to change to an other hard disc I have, with WIN7 on - fail (have also found out thats not possible to do).
I have tried to boot from USB flash with WIN 8 .iso on - FAIL.
I have tried to boot from a USB flash with WIN 8.i WITH the bloody BING .iso installation - FAIL.
I have tried to boot from DVD WIN 8.1 with Bing - FAIL.

WHY in the whole world would that computer NOT boot from a USB or DVD???????????????
Do I have to through the computer??

It says on the side of it:
WINDOWS 8.1 with Bing
Intel J1900 processor
Intel HD graphics
500GB  Hard drive
4GB DDR3 memory
DVD-Super Multi drive
Card reader
Intergated LAN 10/100/1000

WHO makes a computer like this?
Is there anyting to do?

    You can take it to a local technician. They will have the tools needed to reset the password that allows you back into the system. The only real other option is to purchase a factory recovery set from Acer and start over with where it was when you first bought it.

    when you say it failed, at what point with what message (if any)?

    The computer only starts with the HDD - I cannot start it from  DVD or USB. Even if I make the Boot order to:
    1: Movable device
    2: DVD
    3: LAN
    4: Windows

    Booring and pressing F12 (Boot option) doesnt work. Only "Del" will get me to BIOS. And theres not much I can change.

    I would like to NOT have to buy anything from Acer - why should I? 
    I have tried with WIN USB Flash
    I have tried with iSumsoft USB flash to resett the passworf - all same - the HDD boots.

    I pulled  out one of the connectors between the HDD and mother board ans success booting from USB!
    Now I only need to purhage the iSumsoft to be able to resett pasword.....

    And that didnt work - cannot start from USB.

    I did it!!!
    I kept pulling out the connector and pushing it back instantiously at the starting moment - and at one time I happened to do it in the right moment!!
    I did try couple of the free versions online - but non of them worked to boot with.
    iSumsoft worked - the full version. Success!
