Did this happen after recent windows update?
Also, check if you have installed any new application before this issue?
I don't think this is a hardware issue with the touch screen since the problem goes away if I restart the PC.
Please the below mentioned troubleshooting steps:
First do a power reset, Press hold the power button for 10 seconds, disconnect the charger. Insert a paperclip into the hole and press for four seconds to reset the computer. it simulates removing and reinstalling the battery. Connect the charger and power On the device to check the issue.Open Device Manager > Display Adapters. Right click on the adapter and select the Driver tab. Dies it match your display adapter ? If it says "Microsoft" that has been knows to cause odd problems.Hit 'Like' if you find the answer helpful!

Kindly follow the details below..Since it is a All in one computer please try the following steps.Power drain and Bios defaults1. Unplug all the cables including power cable.2. Unplug all the devices connected on the usb port.3. Hold the power on button for 45 seconds.4. Please connect all the cables back and the last cable that you connect should be the power cable. Please connect all the devices back and then turn on the computer.Bios Defaults1. While turning on the computer tap del key continuously to go to Bios screen2. On the Bios setup screen please press f9It will show you load bios defaults - press yesPress f10 - save the changesTurn on the computer and check whether the issue is getting fixed.If you still face the same problemTry windows xGo to device managerGo to display adapter - expand itRight click on display driver and click on uninstallRestart the computer.If the following steps help you please click on "Like"If it resolved your issue please click on "Yes"

I will try both scenarios. I am not 100% sure if a new update installed before this happened, since updates are automatically installed. I will let you know how it goes. Thanks!

I have same problem the computer hit the ground and after some year it's start giving problem. I open it and check the cable but still came out same having crazy display.

Normally that type of symptom points to a bad cable between the display and motherboard. It might be broken or pulled loose.

Do anyone have any idea what color is the display cable on the computer and how to locate it.
