Acer Nitro AN515-42 slow after restarting after AMD Radeon update

So I've been having some trouble recently with my Acer Nitro 5, although it hasn't been seriously vexing to me, it's getting on my nerves. Whenever I make an update, be it on a Windows update or my graphics card update (via AMD Radeon), I always restart my computer after it's completed as it tells me to. When I restart after a graphics card, my computer functions a lot faster than I expect it to, YouTube plays videos quickly than they normally do and my installed video player allows a lot faster playback, especially when skipping ahead.

However, when I restart my laptop again after the first restart, everything reverts back to the way it was, with programs getting slower, YouTube becomes laggy with 60fps videos and playback is noticeably slower. I'm annoyed by this because my laptop clearly can function at this high level, and yet whenever I go on it after booting it up again it goes back to this slow state. The same goes for when I rollback my graphics device via device manager - after a restart it functions fast, after the next restart it goes slow.

I'm not sure what's causing it and help would be very much appreciated!  :)

Processor: AMD Ryzen 5 2500U with Radeon Vega Mobile Gfx   2.00 Ghz
Processor core: Quad-core
Installed memory (RAM): 12.0 GB (10.9GB usable)
System type: 64-bit, runs on Windows 10

    Also i get this 8gb ram 4 gb graphics 
    It is a worst laptop i have seen

    To make it faster 
    Application take a lot of time to open what should i do

    Uninstall, don't just disable, any non-Microsoft antivirus or antimalware programs like AVG, MalwareBytes, etc. Then change you Control Panel power plan from power saver or balanced mode to performance mode. Then BEFORE you start pubg or other heavy gaming loads, battery must be near 100% charge and power adapter plugged. If it doesn't help, then open TaskManager to see what applications are using a lot of CPU/GPU percent resources and if the HDD is mostly near 100% usage.  Jack E/NJ

    (1) What VGA driver version# do you have in there now? (2) What problem are you having with it? Jack E/NJ

    Only the Base VGA Driver comes from the Acer support page. The latest update for your AN515-42 Graphics card and Processor comes from AMD here

    Make sure you unistall your current AMD software before installing the new one do this here Control Panel/Programs/Uninstall a Program/AMD Software. Also make sure your BIOS is updated
