I plan to use the HDMI out with a monitor. Is the GPU still utilized for this?

    Good Morning ybarsabal !

Yes, you can use an external monitor via HDMi.
What exact model of your laptop?

I actually have 2 monitors, and I currently display my laptop via HDMI and USB C. I'm hoping a laptop with a dedicated GPU will improve performance when I stream to Twitch and do some basic video editing.

This model has HDMi output which can be coencted to an external monitor.
But USB-Type C is not Gen 2 and does not support Thunderbolt, so it can not be used for video connection.

Do you know of a non-gaming model that still has a decent dedicated GPU? I don't necessarily need a gaming rig, but I need something that can handle video tasks better.

Streamlabs OBS for Twitch. Camtasia Studio for editing videos. And typical streaming of Netflix, YouTube, etc. I play chess on chess.com, which obviously is not video intensive, but it gets choppy when I simultaneously stream to Twitch using Streamlabs OBS, which uses Logitech C920 webcam.

Because of its need for information processing, transmission and GPU, really in the value it found, the Nitro 5 turns out to be the best solution.
And still with the advantage of being able to perform some future upgrades.
