System is constantly checking something, what/why?

I know there are various executables that need constant checking of network/internet. And I don't mind, as long as it doesn't have a noticeable impact on the system's performance. But this one does :(
I just got this pc about a month ago, it's an Acer Nitro 50n-600 (i7 8700, 16 Gb Ram, Nvidia GTX 1060 6Gb, *Win10 Pro). Sure it's not one of the best, but it's not too shabby either, and it's got what I need.
But now thanks to this issue, every program I use has to do a pause on whatever the program is doing just so that annoying process gets done, which takes about 3 to 4 seconds. I know it doesn't sound long, but you can notice it for sure. Especially when I'm playing Left 4 Dead 2, boy! Is it annoying!!! When the pause is over, I am a few meters away from where I was before. Or dead.
What could this be?
Are there any log files I should check?

    Sounds like you are waiting on the harddrive. Is your operating system installed on an older SATA 5400RPM/7200RPM hard drive? If so, this is the delay you are experiencing as the drive spins up and retrieves data. Your best bet would likely be upgrading to an SSD type of hard drive that has no moving parts and is significantly faster reading/writing data.

    Thanks for the insight. I wish it was that simple. The reason why I'm thinking it has to be something else is because I also have a 3 year old pc, another Acer, a Predator G3-710, with lesser everything (slower ram, GPU, CPU). But it runs L4D2 better, smoother, without that pausing I have on the Nitro. The Predator has a SSD, but it's being used for Linux only. Windows 10 is running on a regular HD, just like Nitro.

    What do you think?

    I never said what it is. That's precisely the purpose of this thread: To get from others leads to find out. 
    I was suggesting something along the lines of checking log files. But I don't even know what programs I would be checking for this. Again, this is where I could use help.

    If you need to find which process is using the network (or the hard drive, RAM and CPU) just open the task manager, show more, go to perfomance and click below on "resource monitor" (or just click the start icon and search for resource monitor). From there move between the tabs to find the resource you want to monitor, then click at the top to sort the list of processes by name, process id, usage (read, written or %).

    I do understand how this helps to monitor processes and activities "as it happens" (in real time). But that means that I would need to be there watching it until the pause happens. And assumes that I am watching the right process. What if I am watching one of the many other processes instead? 
    This is why I thought it would be more beneficial to look at log files that have been collecting data over time. 
    Unless there is something about those monitoring programs that I don't know.
