Device won't charge, stuck at 3%

Hello,
After I full night of charging, I had come on my device to notice that the battery percentage is at 3%. The device was indeed charging, as the battery indicator light was on and the cord was plugged in properly. When I unplug the device from the charger, the device dies instantly, even though it's at 3%. It also doesn't give me an estimation until done charging in the user panel.
I have had my device plugged in for the entire day and it's still at 3%. I can't try any solutions online, as they require unplugging the device, which I can't do. For the past 2 days, the battery has only been going up to around 86%, but it was still able to charge then.

What ACER device do you have? Do you know the model number? Jack E/NJ

This is an Acer Chromebook 130

Check the voltage output of the charger plug between the outside and center contacts with a multimeter. Should be about 19volts DC. Also check bottom of laptop for a small battery reset pinhole. Jack E/NJ

I don't have a multimeter to check. I used the battery reset pinhole yesterday, but that didn't work to resolve the issue.0

The HomeDepot in Franklin has this multimeter in stock. You can go pick it up today. Jack E/NJ
