    System Memory
Two DIMM slots support DDR4 SDRAM:
    Up to 16 GB of DDR3L 1600MHz system memory
    Up to 16 GB of DDR4 2133MHz system memory (Aspire E5-575, E5-575T only)
32 GB maximum memory capacity (using two soDIMM modules)
    Supports dual-channe

when you use the Ram because of the DDR(Double data rate) DOUBLE data rate, so you have to double the value that you get from CPU-Z. So the value you get should get from the CPU should be 1200MHz

I guess you bought this product Crucial CT4G4SFS8213 4gb ram. So when you use the RAm you can see the frequency in the above picture which shows 1200Mhz. The value double to it will be the frequency of the RAm thats know as the double data rate(DDR)

    You unit supports
    Up to 16 GB of DDR3L 1600MHz system memory
    Up to 16 GB of DDR4 2133MHz system memory (Aspire E5-575, E5-575T only)
So am not sure what kind of RAM which came with your unit. If the RAM which came with you unit speed is less, thats were we put a RAM in order to make the laptop process faster.
