Acer Aspire TC Desktop PC (ATC-710-EB51) Motherboard Repair or Replacement

My Acer PC (ATC-710-EB51) suddenly went out of power one evening and could not power on. After installation of a new PSU and power cable, the fan on the motherboard is still not working. The fan on the old PSU is working when the 24 Pin connector is connected with a paperclip. It seems that the motherboard is the only problem now, although it looks neat and in good order.
Can anyone please tell me how much it costs to repair the motherboard or order a replacement form Ace? What other on-the-shelf motherboards can I buy in a computer store to replace it?
As the Christmas season is coming, should I buy a new PC or get it repaired? Which option would recommend?

    I searched the acer website for getting a quote for a motherboard replacement, but I cannot find it. Can anyone tell me how to reach Acer's repair service in Canada? My desktop has been out of warranty for less than one year.

    Here's the stock motherboard:
    It's a pretty standard version of one of the smaller ATX form factors, note the placement of the expansion slot. On the full size versions there's room for several slots instead of just the two on this board. Based on the description I'm guessing the second board is the same as the first, except for better surge protection for the Ethernet port.
