How can I use the page down button which is on the numblock nr.3
The Fn + 3 combination doesn't work.

If it's only the keypad 3 key, then it's most likely a problem with the key contact itself due to humidity, corrosion or debris. With the laptop turned off, I suggest rapidly tapping the key while blowing a blast of air to try to remove an buildup around the contacts. A small soft makeup brush would also help to dislodge any foreign matter that may have gotten under keycover. Don't put too much upward pressure on the cover. Jack E/NJ

    The nr 3 works thus it can´t be a hardware issue. I think I need a software/driver

OK. If the 3 works by itself and the FN key works with the other key combos, then open Device Manager. Click on the keyboard folder. Uninstall the keyboard driver. Exit Device Manager without re-installing anything. Reboot and let Windows auto re-detect and re-install the KB driver. Jack E/NJ

I did the steps, but nothing changed. All FN and normal keys work except the up/down keys.

The only way to rule in or rule out a KB hardware or software issue is a complete factory reset using the ALT+F10 cold boot method shown below. You have a choice of saving your personal files but this would not be as desireable as a complete reset where everything is erased clean. If this is a real hardship, then you must decide if this annoyance is worth the effort. If it is, then I'd make a backup image of the system as-is, and proceed with a complete factory reset. There must be a separate available driver/software which fix this problem. It sound strange to reset the device. It would be a reason to buy another brand next time.

May be. But I'm not aware of one. The main issue we're trying to deal with here is the new & unimproved Windows10 lifecycle policy with rapid-fire heavy-handed major updates that are almost like entirely new versions of Windows under the old Microsoft naming convention. https://support.microsoft.com/en-us/help/13853/windows-lifecycle-fact-sheet . The only way we can rule in or rule out a hardware issue is to re-set the machine to the original Win10 version that the machine shipped with. If it doesn't work, it's almost certainly a hardware issue. If it does work, then system protection must be enabled to assure update restore points are created if an update causes an issue. Every major manufacturer is trying to deal with software driver problems created by these updates. Jack E/NJ
