Aspire 5332 Charging Problem

Old machine now but does what I require.
Recently developed an intermittent random charging pattern.
Now not charging at all.
Machine and Power Status light DO NOT come on when remove battery and plug in charger - not sure whether it's supposed to, should the machine power up and operate on charger unit only?
Machine and Power Status light DO come on when power up on the little charge left in the battery - Battery Status light DOES NOT come on. 
If I put a volt meter across the DC output of the charger it reads approx 15v - spec states should be 19v.
Do we suspect faulty Battery or Charger or something else?

    > With or without the battery when the adapter is plugged in the computer should come on. If the device does not come on then it could be something wrong with the adapter

    You can check the adapter by making sure the cables are connected properly. Also, try connecting to different wall outlets and try to turn on the device. If no luck then try the below steps

    > Remove the battery and unplug the charger. Then press and hold the power button for 30-50 sec ( Make sure charger and battery should be unplugged )

    Post this try connecting the cable and turn on the device without the battery. If the device still does not come on then try with alternate charger (only if you have one).

    Also, check if the adapter is cold or warm atleast with this we can conclude if its charger or the laptop causing the issue.

    Thanks for your feedback Rudy, tried all you suggested, no change to issue but your guidance certainly points to the charger so I'll try a new one.
