Computer says "Plugged in, not charging", but it's a new battery.

I have an Acer aspire one ao756. I bought a new battery because even though it's 100%, the battery is out after an hour. But it's charging fine when i plug it in.
When i put my new battery (AK.004BT.098 4-cell Li-ion Battery), it says "Plugged in, not charging" and the orange LED light just keeps blinking . I tried all the procedures online like uninstalling the driver and hard reset but nothing happened.(It's charging when i use my old battery, but it's not charging when i use the new battery)
Should I return it? Is it the battery or my laptop? Please Help

    Try this:
    a) uninstall the battery driver from the device manager and disable quick startup in the power options if you are using windows 8 or 10:

    b) unplug the notebook from the electrical outlet and disconnect the battery. Then press the power button for thirty seconds! Then plug in the new battery and test it!

    Hi egydiocoelho! Thank you for your response. I tried your suggestion twice, but the problem is still there. The Orange LED light is still blinking and not charging. I just don't understand why my computer won't charge the new battery, but works perfectly fine when charging the old battery.

    What version of bios is installed? Is the battery charged with the notebook turned off? Can you post the link to buy the battery?
