Cpu always at full speed or near full speed

Hello i have bought this model

Acer Predator Helios 300 (PH315-51-53MU).

Why in the hell is the Cpu always at hgh speed when plugged? even at idle it is at 3,4ghz up to 3,9ghz when unplugged it is at 2,3ghz around. This is all by default! Energy settings are balanced. min. 5% max are at 100% at both plugged and unplugged.

this is annoying as hell since its always plugged for me because im gaming with it but why is it at surfing or on desktop at almost 4ghz ? mind boggling. while i game it is at constant 3,904 mhz sometimes at 4ghz. but never below.

so tell me please how to get it right when plugged and in idle or just surfing. Acer really thought this is clever? at default?

and im sorry for the bad english i hope its understandable. but in other languages the forum is pretty much dead.

i hope you can help since im otherwise very pleased with it. But if cant change that i will send it back pure and simple. i dont want fans hearing just because its plugged and on full speed while surfing what did they smoke?

Did you put it in balanced mode? Disable quick startup and test! Try to put the minimum performance at 5% and the maximum at 99% to see if it works!

The possible reasons ( but not limited to) are:
1. Using maximum performance/ultimate performance power mode.
2. Balanced mode, with slider set to maximum performance.
3. Using undervolting software like Throttlestop and setting the Speedshift to 0.

It may be that some power management software is interfering with these settings!

It is balanced, it was not on start idk whay anyone would prefer high performance they shipped it with that. so what should i do? i guess sending back. 99% did nothing and i dont want to loose perf while gaming obviously. Throttlestop doesnt work anyways either have to always click after every restart on it for aplying.

idk if its balanced not showing it either only saying its recommended heres not working anything

You should disable quick startup in power options! This is just a test! Now if you have a ssd, you should disable it permanently!

To enable quick startup of the power options, go into the cmd as administrator and enter this command: powercfg /hibernate on
Then disable the power options and restart the computer and test! Also try with fastboot enabled!

Wait a moment i deleted throttlestop and msi afterburner now it fluctuates from 1,5ghz to 3,9ghz BUT NOW i cant undervolt the cpu

Why are you using an MSI program on an Acer notebook? Maybe he's causing this problem!

Yes! I know what undervolting is! It really was a stupid question!

There are some settings in this program that are interfering with the power options of windows!

lol since when i had never a problem with it on the destop not to mention here works nothing as i want it. NOTHING. so i cant undervolt cant even change energy stuff nothing will send it back acer XXXXXXXXX. since guys here have obvusly no clue about stuff for gaming laptops yet commenting like champs

Make sure the throttlestop program interferes with the power options, leaving the afterburner msi uninstalled! If the problem still remains, then throttlestop is changing power option settings!
