I try to adjust the resolution to see if it is better but the screen then just have a floating box "Input not supported".  I borrow a monitor and reset the solution to 1366x 768 or even 800 x 600 and still the same.

You need to boot into safe mode and set the video resolution to the default settings that the monitor likes: 1440 x 900 @ 60Hz .
When you set the resolution, be sure to check the refresh rate to 60 Hz as that seems to be the stumbling block.
If still unable to get the same message, boot in safe mode > Open device manager> expand Display adapter> Right click on the display adapter name and uninstall it. Then restart you computer in normal mode and let windows install the drivers automatically.
