Aspire E1-471 touch pad and mouse issue

I'm using Win 7 for this Aspire.  Since 2 weeks ago, my touch pad and mouse pointer doesn't move/not function AT all while I'm charging.  It work as usual when I'm on battery mode.  I have updated the driver for the touch pad to version 19.1.3.5 and the driver for mouse to version 6.1.7600.16385   but still couldn't solved the problem.

    Hi,
    Could you please tell us the make of the Touchpad, is it Synaptics? Please download the driver from Acer support site and install after uninstalling 19.1.3.5.

    Hi,

    It is Synaptics!   I have downloaded version 15.3.41.5. from the link you have provided.  Am I just need to run the exe file directly?  Or I need to go to device manager (under the all control panel) to uninstall the current driver version 19.1.3.5?  Is is "safe" for me to uninstall this 19.1.3.5 as if anything happened and the touch pad totally not function, I couldn't move the cursor anymore except using the left-right arrow key buttons.  At this moment, the touch pad or the mouse pointer still working fine when I'm on battery mode.  It is only not working when I'm charging my laptop.
