Swift 3 - Sleep and heating problem

I have a 2 months old Acer Swift 3 SF315-41 with AMD Ryzen 2700U; the BIOS and the drivers are all up to date.
I've noticed that the cpu temperature tends to go up easily (never exceeding 76 degrees celsius), particularly when using the browser, and the fan becomes quite noisy when it goes over 60 degrees.
Since, at the moment, I don't need a lot of computing power, I've tried to mitigate the problem by limiting the maximum cpu usage in both my operating systems, through the "edit power plan" options in Windows 10 and "cpufrequtils" in Ubuntu 18.04.
This fixes the heat and noise issue but, for some reason, sleep doesn't work anymore, both in Windows and Ubuntu: the screen goes black, but the laptop remains on. Today I closed the lid and put it in my bag; when I took it out, all the surface was scorching hot and the battery was almost completely drained. Luckily, everything seems to be working fine.
If I remove the limit everything goes back to normal, but I'd like to fix the noise problem in some way; it's not terrible, but it gets annoying, and I'm considering returning the product.
Any suggestions?
