I used to get a notification alerting me when my battery was about 15%, but no more. It used to start shutting down when the battery got to 20%, then 25%, now it shuts down at 38%. Is there some hardware/software issue that I can maintenance myself? The laptop is almost 3 years old as I bought it in November of 2015.

The problem seems to be with the battery of the lap. You need to focus on the issue in a different way, probably need to get another battery. Do you see any bloating? I don't think this is a software issue but to test it, when the battery is at the threshold open safe mode with networking and see if it does the same.

Since I last put up my post, I now can't leave the Chromebook unplugged as it completely dies. No battery symbol shows in the lower right corner and when I have the power cord plugged in, the battery light shows blue as though it's completely charged, but occasionally it flickers to orange.

I pushed ctrl+alt+T together and brought up the crosh screen. I typed in "battery_test" and it tells me that there's no battery found.
