    Acer predator Helios 300
    Gtx1060
    I7 7700hq
    16gb ddr4
With cool boost on without not on I get about the same temps elevated on its side on a laptop cooler all the same temps so it has to be something else.

I have the same specs and have constant thermal throttling/fps drop with temperatures at about 85C spiking to 90-95C constantly even though I'm using a laptop cooler and have undervolted -115V. I am thinking of maybe sending it for repair but not sure if it will help much.

If it's under warranty send it in but no it's not really that hard. I have put thermal paste on before. Just get a non conductive bracelet before you work on anything.

What is the temperature at idle and what is the ambient temperature?

More to this than meets the eye, CPU is not reaching T-junction or close to full load.  Thermal throttling will trigger at around 97C, was the NVidia GPU also under load at the same time?   Undoubtedly the CPU is throttling as it's only reaching 3.14GHz as opposed to the full 3.4GHz on all four cores, equally at 86C & 68% utilisation too low...

PUBG. Also the values on the left is the right after I just closed the app but when Im playing the game the frequency is near 3.4GHz. When I'm playing CSGO though the CPU temp is like 75C-80C while only at 25-40% CPU utilization while GPU is 100%. Idle temp is like 40-50C

This laptop just runs hot.  I wouldn't worry about it.  Your temps are similar to mine, but games like Just Cause 3 will cause it to rise into the mid 90's when heavy enemy activity pops up which I have a bad habit of causing the enemy to pop up!  =)

I see a lot of worry about CPU's running up at these temps but it won't harm them and they have built in protection.  They are designed to run that hot.

My only question I have, why is my fan not maxed out at 6120 RPM when my CPU is at 95C?  There is no reason for that I don't think.  Anything past 90 on the CPU should automatically trigger max fan speed.  It hovers around 5900 RPM at this temp instead.

Have you considered dialling back the Turbo or disabling it with ThrottleStop?  This will reduce the temperature, I know it's old, equally Metro Last Light Redux's built in bench mark remains to be brutal.  When I looked at the results FPS remained basically the same with or without Turbo Boost enabled.  If the game is highly CPU intensive it may negatively effect FPS etc. however if not, it will reduce the operating temperature by a fair margin.

Running cooler is always better, although the CPU's are indeed extremely robust, however additional heat and load is harder on the hardware.  One of the more tangible benefits of running cooler is the reduction in fan noise :)

You get no argument from me on any of that, just that I think the heat argument is overblown to some degree in general.  It is not like I plan to be running this think in 2032 so I am fine if something finally gives up in 2030.   =)  On the fan noise part, now you have a real issue and one of my hot button topics (no pun intended...  Well maybe a little).  One warning though, PC silence can become an obsession.  Every time I find a way to make something in my room a little bit quieter, like say the NAS, then I can hear something else much more like the PC, and it is never ending.
