What's the problem? 70°C is well within the normal temperature range. What do you mean by fps is gone?  Jack E/NJ

Fan spinning is actually good for your computer. Its sole purpose is to reduce the heat on your internal hardware and cool it down. I request you to ignore it as it is and as Jack said, 70° is normal. Alternatively, you can check if the thermal paste has dried off but trust me, you don't want to mess it up without knowing about it.
    BElieve in YOUrself.

I mean when the temp is 60 the fps is under 100 but at 70 is +200 and when the cpu and gpu cools down the fps drops again to under 100, and I think that this isn't normal to drop fps at lower temps and to go up at hotter fps.

When the games want higher +200 fps, the CPU temperature should get hotter and fan speed should go higher!!! When the games want lower 100 fps, the CPU temperature should get cooler and the fan speed should go lower. ***THIS IS NORMAL***. Your system seems to be working good!. Jack E/NJ

That's because the CPU isn't being pushed to higher frequencies at that particular moment by the  games that you're playing. The CPU will not always operate at high speeds unless the game asks it to go higher. This is automatic. This is how the CPU should work. It seems to me like you have a very good CPU and that settings in the games software need to be adjusted. Jack E/NJ
