Acer VN7-593G stuttering in-game and normal use

My laptop right out of the box has stuttering issues both in games and in windows. There are times when I only have google chrome open where the cursor and screen freezes for 1-2 seconds and then goes back to normal again. Then there is in-game, where the video is not smooth and there is stuttering issue in most games. It does not render the game unplayable, but it is irritating none the less. Examples would be far cry 4 where when driving a vehicle and panning the camera around there is stuttering.

    Well... it had been happening the same here with my Nitro 5, but eventually stopped after about 2 days of configurations and Windows updates

    This problem is really frustrating because I can only play DotA 2 and TF2 without stuttering when they are installed on my SSD. Some games like Overwatch have no stuttering or lag at all. It seems this problem follows me wherever I go because I returned my previous Lenovo Legion Y520 for the same problem.

    I have the same stuttering but after applying Fall Creators Update. It works fine with the previous version.

    It's ok I found a fix. I downloaded Display Driver Uninstaller(DDU) booted into safe mode and uninstalled drivers and geforce experience. Downloaded latest drivers from Nvidia website and performed clean install without geforce experience. Hope it helps.

    I still encounter the freezing issue with more games. Latest game I bought is hollow knight, It plays well most of the time. Then the game freezes for 1 second usually when I attack an enemy, before speeding up to make up for the lost frames.

    My Attempted Fixes:
    Power Options to Maximum Performance
    Nvidia Control panel "Prefer maximum performance"
    Use DDU to uninstall drivers then download new drivers from nvidia
    Uninstall Geforce experience
    Reset PC on Windows Drive
    Installed updated BIOS

    From another thread I installed hwinfo and logged the temperatures when playing hollow knight. Temperatures of my GPU hit 68 degrees celsius max. The only issue is under the package/ring thermal throttling during 30% of the log period it says 'yes'.

    Sorry I forgot to mention that core #0 to #4 thermal throttling also says yes.
