What version BIT of Windows 7 are you using? (32Bit or 64Bit)

If you have 32Bit installed which that is what it sounds like you will have to re install windows 7 with the 64Bit version.  The 32Bit architecture wasn't designed nor capabile of operating with more than 3GB of ram.  Back up your profile with Windows Easy data transfer, reinstall Windows 7 with 64bit then transfer the profile back.

Disclaimer: I am NOT a Acer Rep nor work for them, however I am a concerned Customer that has a particially working Laptop hoping that Acer will possibly assist with the repair.

Thanks for the reply. I've installed Ultimate x64, After looking on forums, they suggested a "memory remap" I can't seem to find it in my bios. I've ticked the boot , max memory and still doesn't work.

Did you check to make sure your BIOS is up to date? Also if you have an intergrated Video card it's highly possible that the BIOS is allocating the ram to the memory card.  Some BIOS have a setting to kick the card down to 256 or 512mb
