Travelmate P243-M : loud beeping sound fron the speaker while booting

I am using windows 8 on my Travelmate P243-M laptop. its cooling fan has little issue, making loud noises sometime but no other problem.
yesterday morning I tried to on it, windows itself running an auto repair, after that when it restart it started to make a loud beeping noise showing the windows logo. after 8-10 seconds the sound stopped and continue to boot. everything is fine but since than brightness up and volume down using the"Fn" key is not working.
sl I'm thinking to reinstall the windows again.
will it solve the problem or I sould do sone other else. help me please.

For Fn function, try to re-install Acer launch manager:

About the boot sound, that's strange, does it happen at every boot on was just a single event?

I re-installed the launch manager, not fixed the problem.
and the boot sound is at every booting... even I tried safe boot same sound persist there too.
