Google Chrome has not been performing properly. I tried to open it and it won't or take too long. so I decided to uninstall it, I have tried through System/Apps and Features/and click on Chorme and uninstall and it didn't go away. I also tried through Control Panel/Programs/Programs and Features/ Chrome, uninstall and it doesn't ask for anything else, takes like 20 minutes and ask me to close all the chrome windoes open (which I don't have any open) and the program is still there. Have any of you pass through this before?

Try to use the chrome cleanup tool.  And you can try the free version of Malwarebytes.

But to answer your question......I didn't have the exact issue.  I had malware that gave me chromium that I couldn't uninstall.  In my case, I had just created a system image the day before I got the malware.  So I just wiped the drive and restored my system image from the day before.  But I suspect that may not be an option for you.

You can also try to use system restore if you still have the problem.

You can also try a powerwash in the advanced startup menu, to remove installed software, but beware this will delete any other programs you have installed. If you don't know how powerwash, press shift while clicking the restart button, and go to advanced options, and powerwash.

Try press CTRL + SHIFT + ESC and find google chrome, google crash handler, and google installer and end each of the tasks, then try again

also try: Pin google chrome to the desktop and right click, and click run as administrator.
