Probably your chipset is not recognised by windows 7 installation, so your USB ports are not working.

have you tried rear USB port too?

No, USB works fine, it's just startup to windows 7 installation, but won't connect mouse and keyboard.

I insist, if booting from windows 7 installation, your USB mouse/keyboard don't work, this happen because windows installation can't find suitable drivers.
I can only suggest you to use the latest windows 7 installation media (SP1) if you are not already using it or try to create a slipstream version with chipset/USB drivers embedded.

    You welcome.

By the way, keep in mind, that not all the new hardware can have a windows 7 support and using BIOS on legacy can create some issues here and there.
