Which build of Windows 10 do you have ? I have seen 586 act that way particularly when downloading/installing updates in the background.

How do I do that, and will my personal files be affected?

Hi,
This is how to do it:
Your personal files should not be affected, unless you upgrade vis a USB drive and you select to do a reset of the PC.

I tried this, and got error message: 0x1900107. What does this mean, and is there a way to fix it?

Ok
Go back to this link: https://www.microsoft.com/en-us/software-download/windows10 and download media creation tool and do a clean install with that and let me know if that helps. please post any other errors if you get well done for that. that error code indicates a problem with windows update so to get past it use the media creation tool you will still be able to keep your files.
