XG270HU freesync range

Default freesync range is 40-144.  But some games (fallout 4) insist on dropping below 40 fps no matter the settings.  In recent AMD drivers this looks okay, but still not great.

 

Changing freesync range to 30-144 results in flickering.

 

Changing freesync range to 30-72 results in perfect behavior for fallout 4, but isn't great for other games.

 

What's up with this?  If 30 hz is fine for the panel (no flickering, and surely no risk of damage) why is the freesync range restricted?  And why would too "wide" a range give problems?

    Looks like the issue is with 144 as the top end.  If I set it as 30-143 or even 15-143 it works just fine.
