The repair disk is something you create from within Windows. You will need an external read/write DVD drive with it's own power (or an externally powered USB hub) and the appropriate cable to connect. It sounds like you are having issues with the touchscreen, so a hub with an external mouse may be more useful than just the external drive by itself.

You could go straight to Windows 8.1 Microsoft still has free download of it available...... Link to microsoft website in here

    Straight to 8.1 Acer W3

Well it sounds as if you have a driver issue......

That is free from Acer web site

    http://www.acer.com/ac/en/US/content/drivers

However when I looked it lists no drivers available for W4.  It also says Windows 10 should have all drivers built in, if something is missing or not installed to run Windows Update........

If you can not touch the screen as Touch Drivers are not active, you need a USB On the Go cable and a USB mouse.

     Yes I understand......

And as my first Post says if you want Windows 8.1 you must download from Microsoft......during set up is when you format C:

Now if you want Windows 10 that is also available free from Microsoft, again Formating C: during set up.

Please note I am in Canada and it auto detects you area so the link may change for your region.

There are 2 paths to follow here..... both require use of USB OTG Cable, and a form of USB DVD +powered Hub + USB Keyboard/Mouse

1st....Use Original DVD media that comes with your device

2nd Download Windows 8.1 or 10 (for FREE from links provided in posts above)

No matter your path, you will start fresh, and from a fresh set up you make a repair/recovery disk.  This is not like the old Windows 95/98 days when you had a friend whip up floppy.
