Is there an application to synchronize contacts in my B1-73 in the desktop instead of using Google?

I would like to know if there is an application that allows synchronization of contacts (People) kept in my tablet Acer B1-730 with my desktop instead of using Google or any other in the cloud?

    There are many applications in thePlay Store that will sync with specific clients? Which are you suing for email and contacts? Outlook?

    Thanks for your reply.  I use an application that came with my old Palm Tx and that used to work well until I upgraded to Windows 10. Now I have to enter the data manually in my Palm Tx and in my B1-730 tablet.  I also have Outlook contacts. But I would like to be able to have an application in my desktop so that I can synchronize my tablet with it.  I have been looking in the PlayStore for a while but have not been able to identify any good one.
