I need to start up my Iconia B3-A20 from the beginning, like it came out of the box new, not from the Google account sign in. Is there a micro sd card available for this?

A factory reset takes your device as it was the first boot.

    settings/backup&reset - factory data reset

I did a factory reset, but it did not go back to the way it came out of the box. It goes to  welcome page, then to a connect to the internet page ,then to a Google account sign in page. I don't want to sign in to a Google account. I wanted to start from the beginning.

After the Welcome page comes up , the only thing It lets me do is connect to the internet, after I do that, it goes to a Google account sign in page, no other choices available.

try this if your tablet has WW_GEN1 image:

    http://global-download.acer.com/GDFiles/OS/OS/OS_Acer_AV0L0.B3-A20.RV03RC06.WW.GEN1_A51L_A.zip?acerid=635941413089162967&Step1=TABLET&Step2=ICONIA%20ONE%2010&Step3=B3-A20&OS=ALL&LC=en&BC=ACER&SC=EMEA_27

download it and put it to your MicroSD car, then with battery fully charged:

    1. Turn off the ACER ICONIA A3 TABLET (A3-A10/A3-A11)
    2. Press and Hold Volume Up Button
    3. Continue with Press and Hold Power Button for about 3 seconds, after that release the Power Button (but do not release the Volume Up Button)
    4. You can release Volume Up Button until the LCD screen turn to on
    5. You will see the menu at LCD then choose  [SD Image Update Mode]
    6. choose SD update, browse to the file you downloaded and confirm
    7. wait until it finish
